BREAKING: Senate Vote to Debate SGR Repeal Fails by 13 Votes

Yesterday the United States Senate failed to approve a procedural motion that would have allowed for consideration of the "Medicare Physician Fairness Act of 2009" (S. 1776). The cloture vote failed 47-53. Thirteen Democrats and all 40 Republicans voted no. Democrat Senators voting no were: Senators Bayh (IN), Byrd (WV), Conrad (ND), Dorgan (ND), Feingold (WI), Kohl (WI), Lieberman (CT), McCaskill (MO), Nelson (FL), Tester (MT), Warner (VA), Webb (VA), and Wyden (OR). 

S. 1776 would have repealed the Medicare sustainable growth rate (SGR), eliminating this egregious payment formula permanently. All physicians participating in the Medicare program face a 21 percent reduction in their payments on January 1, 2010 as a result of the flawed SGR formula.

TRENTON, N.J. - In another indication that the New Jersey governor's race will go down to the wire, a new poll finds Gov. Jon Corzine and Republican Chris Christie tied among likely voters at 39 percent each.

The Monmouth University/Gannett New Jersey Poll released Tuesday, two weeks before Election Day, has independent Chris Daggett polling at 14 percent.

Poll director Patrick Murray says the latest poll indicates weakening support for Christie, a former federal prosecutor. A Monmouth/Gannett poll released in early August had Christie up by 14 percentage points over the Democratic incumbent.

The telephone poll of 1,004 likely voters was taken Oct. 15-18 and has a sampling error margin of plus or minus 3.1 percentage points.

As expected, physician Rand Paul -- son of Texas Congressman and two-time Presidential candidate Ron Paul -- will seek the GOP Nomination for next year's open US Senate seat. Other Republicans running include Secretary of State Tray Grayson, business executive Bill Johnson and engineer Roger Thoney. State Senate President David Williams is also seriously considering making a run for the seat -- but Grayson is currently the solid frontrunner for the nomination. Democrats running include Attorney General Jack Conway, Lieutenant Governor Dan Mongiardo, farmer Maurice Sweeney and law student Darlene Fitzgerald Price. Incumbent US Senator Jim Bunning (R) is retiring.

Congressman Mike McIntyre (D) confirmed this week -- again -- that he will not run against US Senator Richard Burr (R) next year. McIntyre, a Democratic whip, explained that "with the leadership positions I currently hold in the US House, there is a greater opportunity to capitalize on these to benefit our constituents and the citizens of North Carolina." Although polls show Burr could potentially be vulnerable, Attorney General Roy Cooper, and Congressmen McIntyre, Brad Miller, Heath Shuler and Bob Etheridge have all passed on the race. Secretary of State Elaine Marshall and former State Senator/Iraq War veteran Cal Cunningham are two Dems still looking at the race. Little-known attorney Kenneth Lewis (D) is an announced candidate, and has retained Joe Trippi as a campaign consultant.

A new Mason-Dixon poll shows some interesting numbers in the GOP primary for US Senate. Governor Charlie Crist leads former House Speaker Marco Rubio by a 51-23 vote among all Republicans, based largely upon his high name ID and Rubio's low name recognition to date. The numbers are significantly different, however, among Republicans who are familiar with both men. Among those "informed" Republicans, Crist leads Rubio by just a 33-31 vote. In related news, the Club for Growth announced Monday it was considering launching a TV advertising blitz in support of Rubio.

Senate Races. Sen. Tom Coburn, R-Okla., today announced he will seek re-election next year for a second term. He made the announcement at an event in Tulsa and on his campaign Web site in a video that states, "Only one leads the fight against government waste in Washington. Many times alone." The video also notes that Coburn "singlehandedly blocked more spending bills than any other senator." But Coburn, following in the footsteps of some other Republicans, also played up the fact that he "reached across the aisle" to work with President Obama to post government spending reports online.
